ANACOM partially granted, by decision of 8 November 2022, the request submitted by Sumamovil Portugal, extending for an additional period of 5 working days the deadline for submitting additional contributions in the scope of the regulatory procedure for the establishment of a specific range for transmission services used for the provision of machine-to-machine (M2M) services.

The regulatory procedure for the establishment of a specific range in the national numbering plan (NNP) for M2M services was launched by ANACOM on 30 May 2019https://www.anacom.pt/render.jsp?contentId=1474752, in the scope of which this Authority received contributions and suggestions from the market for the preparation of the Draft Regulation.

Bearing in mind the time that has elapsed since the launch of this procedure, as well as the growing relevance that transmission services used for the provision of M2M services have been taking on in various sectors, namely commerce and industry, driven by spectrum that ANACOM has been making available to the market, the value chain and the diversity of entities involved in M2M and its proliferation in the national market, ANACOM now believes that additional input on this matter must be gathered.

This decision of the Regulatory Authority also took into consideration the regulatory options already adopted by other European countries, the adoption of Regulation No  1028/2021, of 29 Decemberhttps://www.anacom.pt/render.jsp?contentId=1714073 (Suballocation Regulation) and the recent publication of Law No 16/2022, of 16 Augusthttps://www.anacom.pt/render.jsp?contentId=1727429, which approves the (new) Electronic Communications Law.

ANACOM thus seeks to obtain contributions that will provide it not only with different views, perspectives and options regarding the use of numbers for the provision of transmission services used for the provision of M2M services, but also with the most up-to-date information, as appropriate and necessary for the preparation of the draft regulation, whereby ANACOM considers it relevant to specifically address a Download file set of issues related to this matter.

Contributions should be submitted in Portuguese at regulamento.m2m@anacom.ptmailto:regulamento.m2m@anacom.pt by 15 November 2022, with a justified indication of any elements considered to be confidential (in which case a version omitting such elements should be submitted).

Interested parties may, at a later stage, express their views on the draft regulation, which will be submitted for public consultation, in accordance with article 10 of ANACOM’s Statutes, through publication on ANACOM’s institutional websitehttps://www.anacom.pt/render.jsp?categoryId=2958.

ANACOM will assess the comments and suggestions presented by interested parties, taking them into account in the preparation of the draft regulation in question.
