Sandra Maximiano, Chairwoman of ANACOM’s Board of Directors (BD), attended the 2024 edition of the Global Symposium for Regulators (GSR), held in Kampala (Uganda) from 1 to 4 July 2024. This event, organised by the International Telecommunications Union (ITU), brought together regulators from 81 countries and other global players to promote the exchange of ideas and experiences on the most pressing and topical issues facing the sector.
This year’s GSR was dedicated to the theme “Charting the course of transformative technologies for positive impact”, and the debate focused on the measures needed to minimise the risks and maximise the social and economic benefits associated with new and disruptive technologies such as Artificial Intelligence, big data, IoT, blockchain and quantum computing.
Sandra Maximiano participated in two high-level panels: “Heads of Regulators Executive Roundtable: charting the course of transformative technologies” and “High level segment: maximising digital opportunities for impact”. In her speeches, the C hairwoman of ANACOM spoke about the paradigm shift that this Authority is undergoing, given the new responsibilities it has been given, such as that of coordinator of digital services in Portugal, and the challenges posed by digital disruption.
Portugal’s strategy for international connectivity, in particular through submarine cable systems, was also discussed, as it has attracted the interest of the regulators participating in GSR-24. Sandra Maximiano highlighted the SMART (Science Monitoring And Reliable Telecommunications) component of the new MAM ring, which will provide connectivity between mainland Portugal and the Autonomous Regions of the Azores and Madeira.
The Chairwoman of ANACOM was also a facilitator at an event of the “Network of Women – NoW”, which aims to promote gender equality in the Information and Communication Technology (ICT) sector and in the work of the ITU.
During the Symposium, Sandra Maximiano also had the opportunity to hold bilateral meetings with ITU Secretary-General Doreen Bogdan-Martin and ITU Development Bureau Director Cosmas Zavazava, as well as with the National Regulatory Authorities of Mozambique (INCM) and France (ARCEP).

Finally, it should be noted that GSR-24 endorsed a set of best practices based on the debates at the symposium and earlier contributions from Member States. These best practices focus on mitigating the risks and maximising the benefits of new technologies.
