Portugal submitted its candidature to the position of General Director of the Universal Postal Union (UPU) International Secretariat, through Mr. Carlos Silva, who currently presides UPU Postal Operations Council (POC), elected at Beijing Congress in 1999.The International Secretariat is the UPU support, link, information and consultation body, essential for the good operation of the Union during the periods between the Congress meetings, which are held every 5 years.
Elections will take place on 9 September 2004, during the 23rd UPU Congress, which will be held in Bucharest, Romania, between 15 September and 5 October.
The Portuguese candidature to the highest position in the UPU is the result of the work developed both in the POC and in the Board of Directors (BD), where Portugal is an observer. Furthermore, the aim of this candidature is to meet the challenges of the duties associated with the position of General Director, which include the collaboration wit the different sector stakeholders, management of interpersonal and multicultural relations and promotion of innovation with a vision of future.
In 1874, Portugal was one of the UPU 22 founding countries, which, in 1948, became the United Nations specialized agency. With the recent accession of Timor Lorosae, UPU has now 190 members.
