Portability - report on the tariff transparency situation


The report on the situation of measures implemented nationally and internationally to guarantee tariff transparency in number portability is now available. This report was prepared following ANACOM?s approval by determination dated 27 February 2003 of a set of measures meant to encourage tariff transparency by providing consumers with the means to obtain reliable information on the prices of calls to ported numbers.

In this context, ANACOM proceeded to gather updated relative information on the implementation of operator portability in the mobile and fixed public telephone networks in Portugal and in Europe, with special attention paid to measures taken to ensure tariff transparency in calls to ported numbers. This was done by means of questionnaires sent to the various national regulatory authorities (NRAs) in the Independent Regulators Group (IRG).

The study and processing of the replies to same resulted in the report now released, which is useful for the accompaniment of portability in so far as ideas on new solutions to implement or aspects to consider in the future regarding this matter may be gleaned from the experience gathered at international level. 

Regarding the situation in Portugal, this report reflects developments since the aforesaid ANACOM determination, which namely had repercussions on the draft numbering regulation submitted to public consultation. 

This document does not seek to assess the effectiveness of the measures implemented to ensure tariff transparency in calls to ported numbers, nor their impact on the status of portability?s development. To that end it would be necessary to obtain information on diverse additional aspects that were not covered by the prepared questionnaires.
