Public pay phone service - Consultation report and decision


Today the consultation report on public pay phone service is disclosed. This consultation was launched on 3 May 2004 pursuant to paragraph no. 1 of Article 90 of Law no. 5/2004, of 10 February (Regicom). The report contains a summary of the two received replies (ONITELECOM - Infocomunicações and PT Comunicações) as well as ANACOM?s understanding on the matter. 

The subsequent decision, which integrates the procedures to be complied with by PT Comunicações (PTC) in its public payphone offer, as the provider of universal telephone service at a fixed location, in order to ensure satisfaction of the population?s needs, including disabled end users, complying with geographic spread, population density and public utility criteria, is also available.

In accordance with this decision, PTC should quarterly send to ANACOM detailed statistic information. In addition, PTC should also publish, yearly, a development strategy declaration of the public payphones stock as well as a detailed report describing how the annual objectives were fulfilled. 

Furthermore, PTC shall ensure, among other aspects, that in all public payphones there is available information on the accepted payment means and, when applicable, on the adopted exchange procedures, as well as free access to emergency systems, through the only European emergency number ?112? or other emergency and help numbers defined in the national numbering plan, with no need to use coins, cards or other payment means. In the installation of new public payphones, the encouragement as to the implementation of facilities adapted to users with special needs should also be taken into account.

The two documents - consultation report and decision ? were approved by determination of 15 July 2004.
