ANACOM defines the rules for reporting closure or reduction in working time of CTT stations


ANACOM - National Communications Authority has launched a public consultation on a draft regulation that comprises the rules to be complied with by the universal postal service concessionaire when reporting to the regulator the decision to close or to reduce the working time of postal establishments, including the set of parameters which should be contained in such report, based on which the regulator intends to assess the subject.

From the list of parameters comprised in the draft regulation, which involves several different strands, the following may be highlighted: services provided; estimate of the covered geographical area; estimate of the covered number of users; sales and provision of services by type of service and costs associated to the operation of the postal establishment; and information on the two closest postal establishments.

ANACOM further determines a set of rules prescribing the procedure to be followed, both by the CTT and by third parties which may be summoned to participate in the regulator's decision process, namely municipal councils, parish councils and consumer organizations.

The CTT must report to the regulator the decision to close or to reduce the working time of stations, ANACOM being entitled to oppose to the implementation of such decisions, given the heavy impact of such measures on users of the universal postal service. Thus the concessionaire must report to the regulator the respective determinations at the least two months ahead of the date on which each determination takes effect, attaching thereto the corresponding reasons.

By defining the set of rules governing the report made by the CTT, which the regulator shall follow in the assessment of the subject, ANACOM aims to make more transparent its own manner of proceeding. It is incumbent upon ANACOM to monitor the establishment and closure of postal establishments, as well as the alteration of working hours by the concessionaire of the universal postal service - CTT - Correios de Portugal, S.A.
