Convergence and Regulation through public survey


The public survey foreseen in the Convergence and Regulatory Initiative is to start today, Friday the 15th of February. This survey is led by the Instituto da Comunicação Social (ICS), the Portuguese regulatory agency for the media, and the Autoridade Nacional de Comunicações (ANACOM), the postal and telecom regulator, in compliance with a previous Government decision.

The document, hereafter available for the appreciation of all interested parties and from whom we hope to receive important contributions, is divided into four chapters. The first deals with the conceptual framework of the convergence, the second classifies the media and telecommunications markets from the convergence point of view, the third analyses future implications associated with the new technological context and the fourth looks at the problems of the future regulatory model.

As foreseen in the said governmental order, the present document was inspired by the reflections produced by a group of personalities nominated by the Government, which looked for answers to a number of problems in the context of convergence in the communications, media and information technology sectors.

The public survey document will be available at the Instituto da Comunicação Social and ANACOM headquarters and websites as from today, February 15th. The final results of the Convergence and Regulatory Initiative will be presented to the Government on the 31st of May 2002. All contributions related to the present survey must be made in writing, preferably in electronic format, by the 15th of April 2002.

The conclusions reached from the present survey will be made public as soon as possible. Where practical and unless a prior wish for confidentiality has been expressed, these conclusions will be accompanied by a list identifying the authors of all contributions received.
