Spectrum Policy Group - Brussels

The 10th meeting of the Radio Spectrum Policy Group (RSPG) was held on 11 May in Brussels.

The following stand out among the issues considered:

  • Opinion on scenarios using spectrum for multimedia mobile services related to broadcasting. Agreement was reached to submit to public consultation the document that considers the introduction of multimedia mobile services in the frequency bands allocated to broadcasting services, in the form of a draft Opinion which could be adopted by the RSPG and includes the debate on various frequency bands, among them the 470-862 MHz and 1452-1492 MHz bands. This consultation concludes on 14 July;
  • Opinion on the co-ordinated use of Spectrum in the European Union for services with scientific purposes. Agreement was reached to submit to public consultation the progress report on the work carried out by the RSPG on the scientific use of radio spectrum. This consultation ends on 14 July;
  • Formulation of a new Opinion on planning the digital dividend resulting from the switch-off from analogue television. The Commission holds that it is urgent to identify the harmonisation level needed for Europe and the consequent regulatory implications for the internal market. It was decided that right after the ITU Regional Radiocommunication Conference (RRC) it will be necessary to conduct joint analysis work with CEPT, so as to obtain an Opinion in early 2007;
  • Spectrum aspects related to revision of the regulatory framework for electronic communications. The EC has provided information on results of the public consultation carried out early this year. The RSPG will get organised so that at the end of September it can contribute to the next Commission Communication on the revision.
