Set of statistical elements to send to ICP-ANACOM by the providers of Voice Services using nomadic IP technology (VoIP)

Foreword

ICP-ANACOM intends to assure a regulatory approach to VoIP that is consistent with the regulatory objectives in the Law, namely to promote competition, to foster the development of innovative, diversified and quality services, to protect users’ interests (the guarantee of provision to the users of correct, relevant and updated information standing out) and to assure the efficient use of numbering resources.

In this context, a determination of 4 November 2005 approved the opening of a public consultation on the regulatory approach to VoIP. The consultation document referred that, “considering the expected growing penetration of the VoIP service and the effects that such growth may bring about, ICP-ANACOM intend[ed] to follow the development of this service” by regularly collecting statistical indicators that where listed on the said document.

Several comments were received on these indicators.

By determination of 23 February 2006 the report on the public consultation was approved. According to this document, “[…] the providers of VoIP services provided at a fixed location must send the quarterly statistical information requested to the remaining STF providers, since the VoIP service at a fixed location is provided under conditions perceived by the user as equivalent to those of the traditional STF […] The indicators to be specifically defined in this document for the statistical monitoring of the activity of VoIP providers will only apply to the providers of nomadic VoIP that were allocated with non-geographic numbering.”

ICP-ANACOM also referred that it would “[…] prepare a form for collection of the statistical information, to be subject to the consultation of the interested parties”.

Following the publication of the report on the public consultation, a statistical form was prepared to monitor the nomadic VoIP Service, then subject to the previous consultation of the interested parties.

In this framework, ICP-ANACOM’s Board of Directors determined the approval of the set of statistical elements to be sent to ICP-ANACOM by the providers of Voice Services using nomadic IP technology under the terms of the attached form.

Under the terms of article 108 of Law no. 5/2004, this set of indicators must be sent by the providers of this service to ICP-ANACOM until the 20th day after the end of each quarter, by electronic mail (e-mail), to the address Email address. dee.stats@anacom.ptmailto:dee.stats@anacom.pt, and on paper to the address:

The providers of the service will be given a 3 month period for the implementation of these indicators. After this deadline, these providers must regularly send the data from (and including) the next full quarter on.
