ECC PT SE7 - Helsinki


The group PT SE7 (in charge of land mobile service issues) met last 15-17 August in Helsinki, with 27 participants attending.

As the work on the introduction of GSM on board aircraft was finalised, the respective report was submitted for consultation. The meeting thus saw the presentation of merely editorial comments on ECC Report 93, submitted by France. The comments received on the Technical Annex of the ECC Decision (ECC DEC(06)FF-GSMOB) were also debated. Both documents will be forwarded to the Spectrum Engineering working group (WG SE) for final approval.

Regarding the introduction of TETRA TEDS (TETRA Enhanced Data Service), the group completed the studies and a report will be submitted to WG SE for preliminary approval. The conclusions indicate that between TETRA TEDS and military applications there is a need to implement a guard bandwidth on the order of 150 kHz to 300 kHz, depending on the TEDS bandwidth.

The group also examined the various proposals on cross-border co-ordination methodologies. Once the necessary studies were carried out, a report was presented for submission to WG SE for preliminary approval. The conclusions indicate that the reference value should be set at ?111 dBM, above which co-ordination will be necessary. This value is measured in 25 kHz at 3 metres high (for duplex bands) and at 10 metres (for simplex bands).
