Summary: This report, prepared in response to the World Summit on the Information Society (WSIS), is the first of a series that will follow the development of the information society at a global level, recording progress made in implementing the objectives set at the WSIS. By way of the Digital Opportunity Index, the report assesses access to telecommunications and digital opportunities in 180 countries, and looks at implications for the definition of policies for the future development of the information society.
