Statistical indicators on UMTS based services and data services

Final Decision on statistical information on UMTS based services and data services to be submitted to ICP-ANACOM by providers of the Mobile Telephone Service (MTS)

Preamble

1. Following the launch of UMTS based services, it has been necessary to collect specific statistical information on these new offers, in order to monitor their penetration and evolution.

2. On this basis, the following statistical indicators, which must be submitted by providers of the Mobile telephone Service to ICP-ANACOM, were introduced:

a) Number of users of UMTS services, specifying those who actually used the service during the reporting period;

These indicators allow an assessment of the penetration of UMTS based services and its level of development over time in Portugal;

b) Number of users of the mobile broadband Internet access service, specifying those who actually used the service during the reporting period.

At present, it is not possible to reflect mobile broadband in the calculation of broadband penetration in Portugal. This indicator shall make this calculation possible;

c) Traffic indicators for video calls and communications in PS mode (Packet Switched mode).

These indicators allow the level of use of this type of service to be established.

As far as data traffic is concerned, having regard to (1) difficulties experienced by operators, (2) available information on traffic distribution per type of network and (3) the expected evolution trend of this type of traffic, indicators under consideration shall account for the traffic regardless of the network used.

d) Lastly, an indicator on Internet access revenues was introduced. This indicator is deemed essential as it allows the global measurement of the level of use of a service with different supplies and tariffs.

It must be noted that providers who supply Internet access over fixed networks are requested to provide data on Internet access revenues.

3. Following the entry into force of these indicators, and the elapse of the corresponding period of implementation, the following indicators will be withdrawn from the form of MTS statistical indicators, in force since 07.02.2002:

a) From point 2.5. Other communications, access to WAP services - GSM (calls);
b) From point 2.5. Other communications, access to WAP services - GPRS (sessions);
c) From point 2.5. Other communications, other data services - GPRS (sessions);
d) From point 3.4. Other communications, access to WAP services - GSM (minutes);
e) From point 3.4. Other communications, access to WAP services - GPRS (Mb);
f) From point 3.4. Other communications, other data services - GPRS (Mb).

4. Service providers are granted a 3-month period to implement these indicators, by the end of which data under consideration must be submitted on a regular basis.
