Eligibility of mobile calls in operator selection
The conditions of interconnection applicable to fixed-mobile traffic were defined on the 23rd of December 1999, based on the following principles:
1. Any agreement that is contrary to the general principle of ownership of fixed-to-mobile traffic, according to which the said traffic belongs to the network operator where the traffic is originated, must observe the legal and regulatory conditions applicable and to be appreciated by the ICP, taking into account the obligations to which operators with SMP in the mobile telephone networks or services, fixed telephone networks and services, interconnection and leased circuits are subject.
2. Applying the general principle or in the case of an agreement, fixed-to-mobile traffic is eligible for call-by-call selection in the context of indirect access.
3. With a view to offer the different operators a reasonable period for dynamic adjustment compatible with desirable market stability, the price regime and rules for interconnection between operators must observe the above described principles with effect from the 1st of October 2000 onwards.
