Conditions of service supply for calls originated and terminated in fixed networks
The decision was taken on the 27th of January 2000 to approve the ICP understanding regarding the conditions of supply of the service of virtual phone cards for international calls and calls to the national fixed network from any fixed network telephone. In accordance with this decision there are no regulatory restrictions for the offer of this service available under the terms of the National Numbering Plan.
This understanding is based on the following reasoning:
The virtual phone card access service is identified in the National Numbering Plan, having been attributed non-geographic blocks of numbers ("882Ababad") for this type of supply, as carriers are identified by 10xy numbers;
Virtual phone cards allow to add value to the base communication, leading to several consumer advantages, namely through the introduction of mobility and convenience benefits as well as invoicing and methods of payment;
This service contributes to improved market dynamism, expanding the range of products and services available, with benefits for the consumer;
This service should be seen as part of a larger offer that takes into account the diversification of the availability of different types of communications.
