The speech has been published that was made by ANACOM Vice-chairman, Alberto Souto de Miranda, on 15 October, at the Seminar of the Association of Postal and Telecommunications Operators of the Portuguese-speaking countries and Territories (AICEP - Associação dos Operadores de Correios e Telecomunicações dos Países e Territórios de Língua Oficial Portuguesa) for high-level managers at the Portuguese Foundation of Telecommunications. The AICEP took place between 15 and 17 October 2007 in Lisbon, Porto and Aveiro.
