The presentation made by José Ferrari Careto, a member of ANACOM's Board of Directors, entitled ''Regulation - National Vision'' is now available on this website. The presentation was made on 5 December during the 17th Communications Congress, organised by Associação Portuguesa para o Desenvolvimento das Comunicações (APDC) (Portuguese Association for the Development of Communications) and held between 4 and 6 December.

Mr Careto set out the key themes that will mark sector regulation in the face of current challenges and pointed to the issues shaping ANACOM's 2008 agenda: secondary spectrum trading; the digital dividend; allocation of spectrum in the 2.6 GHz band; mobile television (anticipating the switch off); assessment of effective spectrum use; the regulatory approach to next generation networks; regulatory costing of the fixed service; portability regime; definition of regulatory costing of mobile services; financing of universal service; review of market analysis; and designation of universal service operator.
