Resolutions for bringing Portugal Telecom's (PT) RIO Project for 2000 into line with the 'Set of Items to be Included in the RIO 2000'

Under the terms of Paragraph 2 of Article 10 of Decree-Law nr. 415/98 of 31 December, the ICP determined and published, on 21 July 1999, the 'Set of items to be included in the reference interconnection offer for 2000', highlighting at the time the need to prepare in advance the interconnection agreement to be in force from 01/01/2000, bearing in mind the greater variety of participants and the added and more complex number of technical and economic variables associated with a fully liberalised environment.

At a later date, taking into account the notification of Portugal Telecom as holder of significant market power, the ICP requested that entity to present, pursuant to subparagraph c) of paragraph 1, Article 9 of the above-mentioned law, a RIO project in compliance with the 'Set of items' and subsequently received a RIO proposal on 10 August 1999.

To enrich the decision process, opinions were gathered in meetings and other consultations between the ICP and the operators and service provider interested, between 11 August and 22 September, during which the ICP received many important contributions from market agents.
