Essential public services

The Essential Public Services Law (Law no. 23/96, of 26 July - EPSL) has established mechanisms to protect users of essential public services in the national legal order. Law no. 12/2008, of 26 February, introducing amendments to this legal regime for the first time, has included postal services within the scope of essential public services, to which that statutory instrument also applies from now on. As a result of this amendment, not only are postal services ruled by the EPSL, but they are subject also to Decree-Law no. 195/99 of 8 June, that defines the system of guarantees in the scope of essential public services supply contracts.
