Public Tender for the grant of four licences for International Mobile Telecommunication Systems (IMT2000/UMTS)

By decision of the Minister for Social Equipment dated of August 1st, 2000 and published in the Official Journal (Diário da República, nº176, 2ª Série) of the same date, it was launched the public tender for the grant of four licences for International Mobile Communication Systems (IMT2000/UMTS).

The scope of the public tender is the attribution of four national licences valid for a 15-year period, renewable. To each licensee it will be reserved 2x15 MHz paired spectrum in the 1920-1980 MHz/2110-2170 MHz band and 5 MHz unpaired spectrum in the 1900-1920 MHz band. However, Instituto das Comunicações de Portugal (ICP) will define the necessary guard-interval within the spectrum for use.

The beauty contest and the provision of IMT2000/UMTS services is framed by the Decree-Law nº 381-A/97 of December 30th, by the Tender Regulations approved by Administrative Ruling nº 532-A/2000 of July 31st and by the terms and conditions established in the Cahier des Charges approved by Ministerial Decision of August 15th, 2000 from the Minister of Social Equipment.

The Cahier des Charges will be available every working day, between 9:00 a.m. and 4:00 p.m., at the ICP's Reception (Serviço de Atendimento), at the price of PTE 300,000 (three hundred thousand escudos) or 1,496.39 euros (one thousand four hundred and ninety-six euros and thirty-nine cents), plus VAT, per copy.

Contestants shall submit their proposals until 4:00 p.m. of September 29th, 2000.
