Results of the Public Survey on competition in local access

The document containing the results of the public survey launched by the Instituto das Comunicações de Portugal on the access to the local loop, which took place between 10 July and 1 September 2000, as well as ICP's position on this matter have been approved.

The said document starts from the assumption that unbundled access to the local loop (ULL) now constitutes an important alternative within the global competitive framework, in terms of technological innovation, services, tariffs and promotion of the Information Society development.

Considering the content of the draft Regulation of the European Parliament and of the Council on unbundled access to the local loop, which was made public immediately after the launch of this survey, and recently approved by the European Parliament. The modality of full access - a priority in order to make ULL operational - should be made available from 31 December 2000. The modality of shared access, that may benefit from the experience acquired with the implementation of full access, should be made operational at the same time.

In the meantime, and taking into consideration that the publication of a 'Reference Offer for Access to the Local Loop' will be essentialmake a decisive contribution to ensuring transparency in the process, PT Comunicações, SA should send ICP the respective proposal by 30/11/2000.
