PT UPU - Paris


The CERP project team (PT) on UPU issues met last 24 June in Paris. As usual, the main agenda points were co-ordination of the European countries' positions regarding proposals to be submitted to the 24th Universal Postal Union (UPU) Congress, scheduled for this 23 July to 12 August in Geneva (replacing Nairobi).

Besides the proposals for the fourth and fifth batches, this PT meeting once again dealt with some that had not been fully debated at the Lisbon meeting, specifically the amendments proposed by the USA, the proposals on extra-budget activities and the proposals on service quality, stamps and indemnities.

Considering for now the sixth batch of UPU proposals, the PT also discussed a number of generic proposals, the proposed reorganisation of the Council of Administration and Postal Operations Council, and some proposals authored by European countries, among them three from Portugal. The proposals prepared by Portugal garnered widespread report among the PT members present in Paris.

This was the last meeting of PT UPU, which had been set up in May 2007 to co-ordinate a European position in the Congress. The work will nevertheless continue up to the Congress by electronic means whenever necessary. The availability to hold a co-ordinated meeting during the Congress, if justified, was also noted. In conclusion, the active participation of some European countries in this CERP team must be stressed, which among others led the UPU and European Commission observers to show interest in monitoring and participating in PT UPU meetings.
