Working Party 1B (WP 1B),which covers Spectrum Management Methods and Economic Strategies, met last 18-24 June in Geneva - its first meeting since the 2007 World Radiocommunications Conference (WRC 07). The meeting's main topics were as follows: short range devices (SRD), software defined radio and cognitive radio (SDR & CR), and Resolution 951.
Recommendation ITU-R SM.1538-2 on ''Technical and Operating Parameters and Spectrum Requirements for Short-Range Radio Communication Devices'' was revised based on the contributions received. Work on revising this recommendation will continue at the next meeting.
Regarding item 1.19 on the 2011 WRC (WRC 11) agenda, concerning SDR & CR, the work plan the group should follow was determined. A correspondence group was set up to handle this issue. A text was also produced for the WRC 11 CPM (Conference Preparatory Meeting) report. Note that one of this group's missions is to work out common definitions for SDR & CR that apply to all radiocommunication services.
For item 1.2 on the WRC 11 agenda (Resolution 951), on ''Enhancing the International Spectrum Regulatory Framework'', a work plan for the group was determined and a rapporteur group set up to deal with this issue. A text was also produced for the WRC 11 CPM report.
Matters that are the responsibility of WP 1B were examined and it was proposed that some should be transferred by Study Group 1 (SG1), which covers Spectrum Management issues.
