Interconnection agreements - ANACOM sets maximum prices for mobile-to-mobile interconnection


The Autoridade Nacional de Comunicações (ANACOM) has set maximum prices for the termination of mobile-to-mobile calls, to be in force from January 1, 2002. These prices should serve as the basis for the conclusion of negotiation of interconnection agreements to be signed between mobile operators, which must be concluded within a maximum of 10 days.

Within these agreements, those operators notified as having significant market power should also respect the principle of non-discrimination in the interconnection offer.

ANACOM's intervention arises in the wake of intervention requests made by Optimus, TMN and Vodafone, in order to set prices for mobile-to-mobile termination.

Within the agreements to be signed, maximum prices to be practised in mobile-to-mobile interconnection for calls originated in one mobile network and terminated in another mobile network are scheduled to evolve over two time periods: from January 1, 2002 to June 29, 2002; and from June 30, 2002 to December 31, 2002.

Until June 29, 2002 the maximum price cannot exceed EUR 0,2070 per minute for each call of 100 seconds duration with per-second billing being applied utmost after the first minute.

From June 30, the maximum price will be EUR 0,1870 per minute, with per-second billing from the first second.

These prices constitute interconnection prices, and are thus wholesale prices that do not apply directly to prices charged to the end user, but are likely to have repercussions on end-users.

ANACOM's decision was taken following the absence of an agreement on prices for mobile-to-mobile interconnection, between TMN and Optimus and between Vodafone and TMN, which originated the intervention requests from market operators.
