Television without Frontiers - Communication on the application of Articles 4 and 5


Nearly two thirds (63 percent) of programmes broadcast by the European Union's (EU) television stations are European works and over 36 percent by independent European producers. These are some of the conclusions of the eighth report of the European Commission (EC) on the application of articles 4 and 5 of the ‘Television without Frontiers’ Directive on the promotion of European works over the period 2005-2006, in the then 25 EU Member States.

The report, which was adopted in the form of EC Communication of 22 July 2008, shows that the average time given to the broadcasting across the Union of European works increased from 63.52 percent in 2005 to 65.05 percent in 2006.  This broadcasting time varied between 47.31 percent in Slovenia and 81.14 percent in Denmark in 2005 and between 45.44 percent in Sweden and 81.07 percent in Poland in 2006 - figures which are similar to those recorded during the preceding reference period of 2003-2004.

The average proportion of broadcast time given to the works of independent producers by all European channels in all Member States rose from 36.44 percent in 2005 to 37.59 percent by 2006.  Meanwhile, the time given in 2005-2006 to the broadcasting of recent European works by independent producers (broadcast five years following production) remained in proportion, more than 25 per cent.

In this report, the television stations of the ten new Member States (EU enlargement of 2004) are for the first time, the subject of an exhaustive analysis, which shows that the proportion of European content broadcast by these stations is the same as in the EU-15.
