Decision on the introduction of mobile communication services on aircraft


ANACOM has approved a final decision on the introduction of mobile communication services on aircraft (MCA). In broad outline, it held as follows:

  • To amend the provisions of the National Frequency Allocation Plan (NFAP) so as to include the use of the 1710-1785 MHz and 1805-1880 MHz bands for MCA services at 3000m height above ground;

  • To authorize MCA systems - mobile communication services on aircraft -operating in the referred bands, on a non-protected and non-interference basis, subject to the general authorization regime;

  • To make MCA operators subject to the compliance with conditions provided for in the Electronic Communications Law (paragraph 1 of article 27);

  • To exempt MCA operators from spectrum usage fees for the use of frequencies.

At the same time, approval was granted to the report of the corresponding public consultation, launched by ANACOM on 15 May 2008, in the scope of which three contributions were received within the set deadline.
