The activity of the Instituto das Comunicações de Portugal (ICP) in 2001 was marked, in terms of telecommunications, by the complete liberalisation of the sector. The political principles and objectives laid out in the eEurope Action Plan and in national Internet Initiative, the need to guarantee that the market works in a truly free and competitive manner, as well as the preparation for the review of the regulatory framework induced by the changes in the national and international framework, were also decisive factors in the ICP's activities during that year.
