Conclusions of 12th ANACOM-ANATEL meeting


The 12th ordinary meeting of the ANACOM-ANATEL (Portugal's Autoridade Nacional de Comunicações and Brazil's Agência Nacional de Telecomunicações) Coordination Commission was held in Guimarães (Portugal) on 19 and 20 September 2008. The Commission is tasked with ensuring the development of the current cooperation protocol.

The meeting's objective was to conduct an examination and discussion of issues identified as being of interest to both regulators. From the issues covered and the perspectives defined in the short, medium and long term, conclusions were drawn which included the following:

  • The decision to create a working group for cooperation in respect of monitoring and control of the spectrum, with the participation of technicians from both countries;

  • The approval, at the suggestion of ANACOM, that a joint ANACOM / ANATEL study on mobile broadband be conducted with the aim of developing a theoretical model on the degree of substitutability of fixed broadband by mobile broadband, in view of a reflection on the need for specific indicators for the mobile broadband;

  • Agreement, within the framework of the Associação de Reguladores de Expressão Portuguesa (Association of Portuguese-Speaking Regulators), on amendments to the draft statutes under discussion and the proposal to create / commemorate Dia das Comunicações Lusófonas (Lusofonia Communications Day), which should be held to coincide with the date of the signature of the corresponding Memorandum of Understanding;

  • Decision to hold a technical ANACOM-ANATEL seminar in the scope of the Brazilian presidency of REGULATEL (Latin American Forum of Telecommunications Regulators). The seminar, which will be held in Brazil, preferably in the first half of 2009, will be organised by the Brazilian regulator with ANACOM's cooperation.

Also within the context of this 12th meeting, a visit was made to the Cybercentre of Guimarães.

The next meeting of the Coordination Commission will be held in Brazil, at a time and place still to be decided.
