Comparisons of USP prices in the European Union


ANACOM has released the study 'Comparisons of prices of providers of the universal postal service in the European Union' which was carried out by its Studies and Forecasting Office. 

Given the lack of public comparisons of prices of postal services between European Union countries, the objective of this study is to make a systematic and current comparison between a broad range of postal services provided under the universal service by the respective operators of the Member states of the European Union (EU). 

The study compares the prices of the services of national priority and non-priority mail up to 20 grams, in standard format, of cross-border priority and non-priority intra-community mail up to 20 grams, in standard format, and of national parcels up to 2kg, with comparisons made directly using current exchange rates and purchasing power parity (PPP). The prices in Portugal are compared to the average of the prices of the other 26 countries of the European Union (EU27) or the other 14 original member countries (EU15).

Examining the prices of the services, it is shown that, with the exception of intra-community cross-border non-priority post up to twenty grams, prices in Portugal are below the average of the countries of the European Union (EU27) (excluding Portugal) when compared directly or compared based on PPP.
