Study Group - SG 4 (Satellite Services) - WP 4B - Geneva


The second meeting of working party 4B, which covers issues involving the performance and availability goals for fixed satellite service (FSS), broadcasting satellite service (BSS) and mobile satellite service (MSS) systems, including internet protocol (IP) applications and satellite news gathering (SNG) systems, took place in Geneva from last 24 September to 1 October.

The work was carried out in three subgroups, responsible for the following themes:

  • Subgroup 4B1: Issues concerning performance and aspects of IP-based systems;
  • Subgroup 4B2: Issues concerning integrated or hybrid satellite systems;
  • Subgroup 4B3: Other issues.

The work led to the production of 19 documents, of which the following stand out:

  • Draft new Question (ITU-R [MSS_AVAL]/4) on the availability of digital links in mobile satellite service;
  • Preliminary draft revision of Recommendation ITU-R S.1711 on enhancing performance by using TCP (transmission control protocol) in satellite networks;
  • Preliminary draft of new Recommendation (ITU-R S.[IPQOS]) concerning the quality of service (QoS) of IP-based satellite network mechanisms;
  • Preliminary draft of new Report (ITU-R S.[IPQoS-RPT]) on the quality of service (QoS) of IP-based satellite networks;
  • Preliminary draft of new Report (ITU-R S.[TCPSAT]) on TCP use in satellite networks;
  • Preliminary draft of new Question (ITU-R [HYBRID]/4) on the system framework and aspects concerning the performance of hybrid systems;
  • Preliminary draft of new Question (ITU-R [NGN]/4) on the performance goals for digital links in fixed satellite and mobile satellite services in the scope of next generation networks.
