ANACOM e-Procurement - 5th auction


As part of the National e-Procurement Programme, on 9 December 2008, ANACOM held its fifth e-procurement auction on its premises for office supplies - stationery, with the support of the company TradeForum, in administrative terms and for the provision of the necessary electronic platform.

The type of auction chosen was the reverse auction in which the lowest bid wins. 6 previously selected, specialist companies took part, with 111 articles bid, for consumption during 2009.

The opening price was €28,810.56 and the value of the last bid was €20,010.56, resulting in a saving of €8,800.00 for ANACOM, or 30.5%.

The first auction was held on 8 July 2004 and was also for office supplies - stationary and reprographic material. In this case 118 articles were bid, with an opening price of €43,376.00 and the value of the final bid coming in at €30,126.00, resulting in a saving for ANACOM of €13,250.00, equivalent to 30.55%.

The second auction was held on 13 December 2005, with the same object - office supplies (stationery and reprographic material).
In this case 136 articles were bid, with an opening price of €53,900.00 and the value of the final bid coming in at €29,700.00, resulting in a saving for ANACOM of €24,200.00, equivalent to 44.9%.

The third auction was held on 7 December 2006, with the same object - office supplies (stationery and reprographic material). In this case 108 articles were bid, with an opening price of €39,120.00 and the value of the final bid coming in at €20,520.00, resulting in a saving for ANACOM of €18,600.00, equivalent to 47.5%.

The fourth auction was held on 6 December 2007, also for office supplies (stationery). In this case 111 articles were bid, with an opening price of €33,171.95 and the value of the final bid coming in at €19,971.95, resulting in a saving for ANACOM of €13,200.00, equivalent to 39.8%.

No new auctions have yet been scheduled, but it is hoped to extend the project to new areas over 2009.

This dynamic of negotiation of prices, performed at ANACOM's exclusive initiative, not only follows the National e-Procurement Programme, but also the current best practices of various bodies of the State's central and local administration.
