Transfer to SONAECOM of rights of use for numbers

Decision on the conditions attached to rights of use for numbers transferred to SONAECOM - Serviços de comunicações, S.A.

The Board of Directors of ICP-ANACOM, in the exercise of competences assigned to it pursuant to article 6 b), f) and h) of the Statutes approved by Decree-Law no. 309/2001, of 7 December, and under article 17, 34 and 38 of Law no. 5/2004 of 10 February, hereby approves the following decision:

1. To authorize the transfer from TELEMILÉNIO - Telecomunicações, Sociedade Unipessoal, Lda. to SONAECOM - Serviços de Comunicações, S.A. of rights of use for the following resources of the National Numbering Plan:

To make the authorization referred to in the preceding paragraph, as well as the use of numbers, the rights of use of which were transferred from OPTIMUS - Telecomunicações, S.A. to NOVIS TELECOM S.A., following the authorization granted by ICP-ANACOM by determination of 24.10.2007, subject to compliance by SONAECOM - Serviços de Comunicações, S.A., with conditions laid down in article 34 of Law no. 5/2004 of 10 February.

To determine that SONAECOM - Serviços de Comunicações, S.A., must ensure that free numbers in blocks of non-geographic numbers with a lower occupation rate,  of the universal access services, call single tariff services,  free calls to the caller service and shared cost call service, as well as numbers de-activated in the meantime, are not available to customers. SONAECOM - Serviços de Comunicações, S.A. must additionally report every year to this Authority the occupation status of ''frozen'' blocks of numbers.

4. To determine that within one year from the date of approval hereof SONAECOM - Serviços de Comunicações, S.A. must return to ICP-ANACOM the following types of resources:

a) Two of the following Indirect Access Provider Codes - 1010, 1073 or 1093;
b) A short number for Customer Support Services  - 1610 or 1673;
c) Two of the following short Information Service numbers - Other Directories - 1810, 1873 or 1893;
d) One of the following  blocks of voice mail numbers -''60010'' or ''60093'';
e) Two of the following NRN (Network Routing Number) blocks of numbers - ''D010'', ''D073'' or ''D093''.

5. To determine that within two years from the date of approval hereof SONAECOM - Serviços de Comunicações, S.A. must return to ICP-ANACOM two of the following blocks of numbers of the virtual card call service - ''88211'', ''88273'' or ''88293'' - and one block of numbers of the data networks service - ''6715'' or ''6710'' -, further to a migration process that SONAECOM must carry out according to commitments undertaken with users of such numbers, including call credit for communications or the need to re-configure equipment/software.
