EXPLANATORY MEMORANDUM

1 INTRODUCTION

In 1997 the ERC adopted ERC/DEC/(97)01 on the publication of national tables of frequency allocations (NTFA) by National Administrations.

In 1999, the EU R&TTE Directive was published and in 2001, the ERO Frequency Information System (EFIS) became available. Both relate to the publication of frequency related information.

2 BACKGROUND

In 2001, the ECC decision on ERO Frequency Information System (EFIS), ECC/DEC/(01)03 was adopted, aiming at harmonizing the publication of NTFAs in database format in order to make the data more accessible. This database has developed into an Internet application that includes search and comparison of NTFA information.

With the introduction of Directive 1999/5/EC of the European Parliament and of the Council  (the R&TTE Directive), a number of ERC decisions on type approval specifications are not applicable in countries implementing the R&TTE Directive. Information on the use of frequencies, however, remains an important issue.

In the light of the above, there is a need to update decision ERC/DEC(97)01.

3 REQUIREMENT FOR AN ECC DECISION

The required amendments have been incorporated in the new ECC/DEC(03)05 and consequentially the ERC/DEC(97)01 is to be withdrawn.

''The European Conference of Postal and Telecommunications Administrations,

considering

a) that the ECC has adopted a new ECC Decision on the publication of national tables of frequency allocations

DECIDES

1. to withdraw the ''ERC Decision on the publication of national tables of frequency allocations (ERC/DEC(97)01”;

2. that this Decision shall enter into force on 17 October 2003;

3. that CEPT administrations shall communicate the national measures implementing this Decision to the ECC Chairman and the Office when the Decision is nationally implemented.''
