Mobile portability - information on calls to ported numbers

The users of mobile networks will from now on be informed by their operators whenever they make a call to a ported number to another mobile network as decided by Autoridade Nacional de Comunicações (ANACOM).

This information will be rendered free of charge through an audible message at the beginning of each connection to a mobile-ported number.  The warning will inform the user on the new network to which the dialled number belongs, allowing the person to previously know that the call may be charged at a cost different from the one before the number was ported.

The aim of this measure is to create a more transparent competition atmosphere, in a functionality that, by itself, is already a factor of improvement of the freedom of choice of the user.

Connections to non-ported numbers will be established as usual, that is, without any message.

In the remaining cases, the warning will be heard as from 30th of June of the current year and it was decided that mobile operators may choose one of the following alternative texts with an information message: ''The number you have dialled belongs to (network of operator x)''; or ''(company y) informs that the number you have dialled belongs to (network of operator z)''.

In accordance with ANACOM determination, the caller may ask his mobile operator to withdraw hearing of said warning, which must be provided by the operator whenever it is technically feasible, free of any charge to the user.

Any fixed or mobile operator, which tariffs contain connections to ported numbers more expensive than before they same were ported, are still committed to provide a service on the price of calls, including voice connections, data and SMS.

Portability is a functionality pertaining to the fixed and mobile networks and allows for the exchange of operator maintaining the same telephone number. In the case of mobiles, this means that the whole number is conveyed from one operator to another, including the codes 91, 93 and 96.

Mobile portability was introduced on the 1st of January 2002. Till December of the same year, more than 6 thousand mobile telephone numbers were ported.
