Meeting of EU telecommunications ministers


The telecommunications ministers of the European Union (EU) met on 11 June 2009, under the scope of the EU Transport, Telecommunications and Energy Council, which has been underway since yesterday in Luxembourg.

In the area of telecommunications, there was discussion of issues related to network and information security policy in Europe, particularly with regard to the protection of critical information infrastructure, the subject of the recent Commission Communication (8375/09) on the future of the  European Network and Information Security Agency (ENISA) and the definition of measures to be taken in respect of security.

In addition, an informal discussion took place on the review of the regulatory framework for electronic communications, following the passing of the 2nd reading by the European Parliament. It is recalled that the EP adopted an amendment - amendment 138 regarding restrictions on Internet access - amending the agreement previously reached with the Council and could lead to a phase of conciliation between these two European institutions.

Taking advantage of this occasion, the IRG - Independent Regulators Group issued a statement which calls for the need for the  amendments to the regulatory framework for electronic communications to be adopted quickly, with the aim of achieving regulatory stability and predictability. Among other aspects that are part of the ''telecom package'' to be adopted, the IRG emphasises the importance of strengthening the independence of national regulatory authorities (NRA) and strengthening cooperation between these entities and between NRAs and the Commission.
