A public consultation is available on the website of the ERO - European Radiocommunications Office) on the draft decision on reserving the national short message service (SMS) numbering range beginning with '116' for harmonised SMS numbers for harmonised services of social value.
This draft decision is aimed at the implementation of the concept of harmonised European services of social value based on SMS. Under the proposed rules, the short number "116XXX", as attributed to a harmonized voice service, may be used by the same holder of the voice number for the provision of the same service but via SMS. Otherwise, the number cannot be used for any other service or by any other entity.
