By determination of 15 July 2009, ANACOM approved a decision on the synchronism between number portability and local loop unbundling.
In accordance with the decision, PT Communicações must make immediate changes to the ULL (Unbundled Local Loop offer) in order to allow the full entry into force of Regulation no. 87/2009 on 20 July 2009, providing, in situations where portability and local loop unbundling procedures occur at the same time, for a loop transfer within the portability time frame agreed with the OLO (Other Licensed Operator), the application for number portability being submitted at least 8 working days ahead of the first time frame option put forward, and Annex 7 of the ULL applying to remaining procedures.
It was also decided to dispense with the prior hearing of interested parties, pursuant to the Administrative Procedure Code, considering that such parties assessed this matter, or had the opportunity to do so, in the scope of the regulatory consultation procedure and the general consultation procedure to which the draft regulation amending the Portability Regulation, namely article 23 thereof, was submitted.
