21st UPAEP Congress - 17 to 21 August


The XXI Congress of the Postal Union of the Americas, Spain and Portugal (UPAEP) is being held in Santiago, Chile, from 17 to 21 August 2009. The Congress agenda was approved at the last session of the Consultative and Executive Council (CCE), the body of the UPAEP which meets on an annual basis and carries out the day-to-day management of the Union in the periods between congresses. The agenda for the current congress includes issues and proposals for updating the Acts of the UPAEP (the legal instruments), the organisation’s strategy and its reform (to adapt it to the evolution of the postal activity at a global level), the reform of the postal sector in the Latin-American region, issues of traditional postal operation and incentives to the development of technical cooperation.

The elections to the posts of Secretary General and Counsellor, as well as the members who will form the Management Committee during the next cycle, will be one of the most relevant themes at the Congress. The current Secretary General, Uruguay’s Serrana Bassini Casco, has applied for re-election to the post, and is unopposed. Meanwhile, Spain’s Juan Ramón Martínez-Acha, is standing for re-election to the post of Counsellor, with two alternative candidates to the post: Edwin Viscarra Olazábal of Bolivia and Eduardo Román Di Cola from Argentina. For the Management Committee, which comprises the CCE Chair (who will also chair the Management Committee) and representatives of more than 6 member countries, there are candidates from Argentina, Canada, Costa Rica, Cuba, Spain, El Salvador, Paraguay and the Dominican Republic.

As part of the Congress, a forum will be held on the “Perspective of the Postal Sector in the Face of the World Economic Crisis”, where Carlos Silva, Director of the International Unit of CTT, will participate as a speaker.
