ITED and ITUR - new drafts of technical manuals


By determination of 29 July 2009, ANACOM approved, the final drafts of the manual of technical standards and specifications of infrastructures for telecommunications in buildings (ITED Manual - 2nd edition) as well as of the manual of technical standards and specifications of infrastructures for telecommunications in housing developments, urban settlements and concentrations of buildings (ITUR Manual - 1st edition).

Approval was given also to the general consultation procedure to which these statutory instruments were submitted, further to determination of 3 June 2009, in the scope of which comments were received from the following bodies: ACIST, ANET, APRITEL, AR Telecom, Associação das Entidades Certificadoras (Association of Certifying Bodies), Cabovisão, Municipal Council of São João da Pesqueira, Carlos Vicente, Casa das Lâmpadas, Eduardo Pereira, Efapel, Epoch, Eppe, Graucelsius, Grupo Portugal Telecom, Guilherme de Oliveira Martins, IEP, Intelprima, Ivo Lopes, J.L.A. Projectos, Jorge Paulo da Silva Santos, José Cruz, José Melo, José Mesquita, JSL, Legrand Eléctrica, Manuel Cunha, Manuel Neves, Marco Alexandre Silva Nunes, Marco Nunes, Nélia Lourenço, Nexttoyou, Nuno Sacramento, Onicommunications, Pedro Neves, Quitérios, Rui Mendes, Rui Murta, Sandra Rego, Sonaecom, SP4, Vodafone Portugal and Zon TV Cabo.

ANACOM took into consideration all responses and contributions received in the scope of the present public consultation, and was thus able to assemble several technical solutions, as well as different approaches involving a significant improvement of these technical manuals.

In order to implement a reasonable and balanced technical solution, which is most up-to-date at the level of technologies used, namely copper and coaxial pairs, access to buildings by electronic communications operators, disclosure and implementation of services adapted to next generation networks, such as fibre optic, it was possible to welcome most of the ideas and solutions resulting from the experience of the different bodies of the sector.

Received contributions and responses were also very important taking into account the establishment of a new technical scheme, in the scope of the new situation regarding housing developments, urban settlements and concentrations of buildings.

These manuals shall be now notified to the European Commission (EC), through the Instituto Português da Qualidade (Portuguese Institute for Quality), and their approval may only take place three months after reception by the EC, pursuant to Decree-Law no. 58/2000, of 18 April.
