ANACOM maintains the cost of capital rate applicable to MEO in 2023


On 17 October 2023, ANACOM approved the draft decision for notification to the European Commission, the Body of European Regulators for Electronic Communications (BEREC) and the national regulatory authorities of the other Member States of the European Union, on the cost of capital rate of MEO - Serviços de Comunicações e Multimédia (MEO) applicable to the 2023 financial year.

In the context of electronic communications market regulation, setting the cost of capital rate is aimed at compensating the investments of the regulated companies, as well as:

  • ensuring the right incentives for investment;
  • ensuring that there are no distortions in the markets through discriminatory and anti-competitive practices;
  • eliminating potential barriers to entry for new competitors;
  • protecting consumers from excessive prices.

Given the methodology followed and the calculation presented and detailed in the draft decision, this Authority determined that, in the context of the 2023 results of MEO's analytical accounting system, the cost of capital rate of 4.6962% should be used, which is slightly higher than that approved for 2022 (4.6896%).

On the same date, the report of the prior hearing and public consultation to which the respective draft decision approved on 8 August 2023https://www.anacom.pt/render.jsp?contentId=1749793 was submitted was also approved.
