6. Activities plan


The ICP-ANACOM Activities Plan for the 2002-2004 triennium, approved in 2001 (i.e., before the publication and entrance into force of the new statutes), concerns the action strategy for the said period, as per the public interest goals set politically at national and community level. Such goals include: promotion and development of the information and knowledge society; satisfaction of the communications needs of the citizens and companies; promotion of the supply of broadband networks and services, incentive for the creation of digital platforms and widespread internet access at affordable prices; encouragement of competition and stimulation of the development of alternative telecommunications networks and infrastructures; priority given to defending the rights of citizen consumers; and, lastly, efficient management of scarce resources such as radio spectrum and numbering.

The set goals led to a delimitation of the Authority?s mission for the three-year period in question: to promote universality, quality, diversity and efficiency in the use of postal and telecommunications networks and services.

Taking into account the aforementioned goals and mission, three fundamental activity axes were identified: development of open and competitive markets; defence of users and consumers and the guarantee of universal service; and development of the information society.

A set of action programmes were defined in 2002 around these three axes. They in turn expand into more detailed actions, whose realisation, with the necessary modifications according to regulatory and market changes, have been the focus of ICP-ANACOM?s activity during the period under review.
 
The Activities Plan also covers the means plan and the financial plan.

Realisation of the ICP-ANACOM strategic mission as defined for 2002 was meant to accompany sectorial measures envisaged in the programmes of the governments then in office (the 14th and the 15th) and in the Major Planning Options (Law no. 109-A/2001 of 27 December).
