Contributions of mobile operators to Information Society Projects


By order of the Ministries of Finance, of Public Administration, of the Economy and Innovation and of Public Works, Transport and Communication, published on16 August, the obligations of TMN, VODAFONE  and OPTIMUS in respect of the contribution, in proportional terms, to projects necessary for the development for the information society (IS), are considered as being fulfilled and therefore terminated.

These obligations were created by order of 13 January 2003, which allocated additional frequencies to the three mobile operators additional frequencies for the operation of international mobile telecommunications systems (IMT2000/UMTS), following the availability of spectrum resulting from the revocation of the license awarded to ONIWAY.  With this allocation of spectrum, the obligations now ceased were enacted, together with the obligation of the mobile operators to guarantee the execution of projects already contracted by ONIWAY.

The content of the order now made stems directly from a protocol made on 5 June 2007 between the Ministry of Public Works, Transport and Communication and the three mobile operators.  As a result of this protocol an open fund was set up – The Fund for the Information Society (FSI) – whose initial capital comes from financial contribution made by each one of the operators.  The FSI’s objective is to provide financial support to projects aimed at the development and promotion of the information society.  Accordingly, following the last instalment in respect of the contribution of each mobile operator under the terms agreed in this protocol, such obligations are considered extinguished.
