By determination of 1 March 2013, ANACOM approved a draft decision on the definition of the wholesale market of call termination on the public telephone network at a fixed location, assessment of significant market power (SMP) in that market and imposition, maintenance, amendment or withdrawal of regulatory obligations, including the price-regulating mechanism for the period up to July 2014.
All operators providing voice call termination services on individual public telephone networks at a fixed location are deemed to have SMP in this market, including all those who hold geographic and nomadic numbering resources (range 30). As such, obligations to be imposed on Grupo PT, the operator with SMP in the wholesale market of call termination on the public telephone network at a fixed location, as well as on other operators with SMP in the market of call termination on individual public telephone networks at a fixed location, have been defined.
This draft decision was submitted to the prior hearing of interested parties and to a public consultation, and in both cases a period of 40 working days was established. Comments must thus be sent by 7 May 2013, preferably by email to the address mercado3@anacom.ptmailto:mercado3@anacom.pt 1.
Once the consultation process has been concluded, contributions received will be publicly disclosed, whereby interested parties should also submit a version excluding items considered confidential for the purposes of publication on this website.
