ANACOM submits the draft regulation on the provision of information about the location of callers to the Public Security Answering Point to public consultation


ANACOM has submitted the Download file draft regulation (in Portuguese) on the provision of information about the location of callers to the Public Security Answering Point (PASP) to public consultation.

Considering the publication of Law no. 16/2022https://www.anacom.pt/render.jsp?contentId=1737530 of 16 August (repealing Law no, 5/2004https://www.anacom.pt/render.jsp?contentId=975162 of 10 February and approving the current Lei das Comunicações Eletrónicas (Electronic Communications Law), as well as the technological developments seen in the electronic communications sector and the development of PASP architecture, ANACOM saw that there was a need to proceed with the preparation of this draft regulation.

Adoption of this draft regulation will result in the repeal of Regulation no. 99/2009https://www.anacom.pt/render.jsp?contentId=975622 of 23 February (Regulation 112L) and the respective Declaration of retification no. 807/2009https://www.anacom.pt/render.jsp?contentId=981484 (in Portuguese) of 16 March.

The draft regulation (i) provides for the delivery of emergency communications to the PASP over IP, using the SIP protocol, (ii) improves information on the location of callers, (iii) ensures the availability of this information to the PASP in accordance with technical standards and best practices in this area, making the most of the potential offered by SIP, and (iv) establishes criteria for the accuracy and reliability of this information.

Interested parties are given a period of 30 working days to submit their views in writing and in Portuguese. Contributions may be sent no later than 14 May 2024 to regulamento.localizacao@anacom.pt.

Once the consultation process has been concluded, the contributions received will be made public. Therefore, for the purposes of publication on this website, interested parties should also submit a non-confidential version of their responses excluding any items considered confidential.
