ECC WG FM - Vilnius

The 54th meeting of the working group on Frequency Management (WG FM) was held on 23-27 May in Vilnius, Lithuania. The group studied results of the public consultation on ECC/DEC(05)DD, a new decision on high density fixed satellite service (HDFSS). The text of this new decision was approved and will be sent to the next ECC meeting for final adoption.

Project team FM PT 38 submitted to WG FM a new decision on digital PMR (professional-private mobile radio) applications operating in the 446.1-446.2 frequency band. The text reflects aspects such as frequencies to use and equipment technical characteristics which should be exempt from individual licence and may be submitted to the free movement regime. Following discussion of various aspects related to this new generation of PMR equipment, the text was approved for submission to public consultation.

In the wake of a request from the European Public Safety Radiocommunication Group (PSRG), the possibility of extending the number of DMO (direct mode operation) and AGA (air-ground-air-ground) channels in the 380-400 MHz frequency band to emergency services is being studied. CEPT?s needs are currently being assessed to decide whether to identify more channels to be harmonised.

A CEPT reply to a European Commission mandate on future use of the old ?bands harmonised for TFTS?, 1670-1675 MHz and 1800-1805 MHz, was also under preparation in WG FM. The report was completed at this WG FM meeting and will therefore be sent to the ECC for final approval.

Lastly, a strategy plan for SRD (short range devices) is still being worked on, in reply to a second Commission mandate for such equipment. The aim is also to examine the way industry and administrations manage spectrum and frame regulations for SRDs, so that emerging ideas that reflect the current and future market can find a place in the strategy plan.

The next WG FM meeting will be held on 26-30 September in Koblenz, Germany.
