1. The process for the attribution of carrier identification codes is open;
2. In accordance with the new national Numbering Plan, these codes are of the 10xy type, with xy being from 10 to 99 with the exclusion of numbers 70 and 79;
3. This process of attribution is being carried out by the Instituto das Comunicações de Portugal - ICP.
1. Entities that hold a license or certificate of admissibility for the supply of a Fixed Telephone Service issued by the ICP before the 25th of August 1000 may submit candidatures for the attribution of carrier selection codes.
1. Duly identified candidates must present a proposal in a sealed envelope addressed to the ICP, containing a declaration of preference for a carrier selection code and which must only indicate one option;
2. Proposals must be presented in person on the 27th of August at 10.30 a.m. in the ICP installations situated at Alto do Paimão, 2745 Barcarena;
3. Proposals presented after the time stipulated in point 2 will not be considered;
4. Proposals must be presented by the representative of the candidate duly authorised for this purpose, with powers to represent the candidate in all the acts described in the present document;
5. Proposals must be written in the Portuguese language;
6. Proposals will be opened by ICP representatives at the time and place indicated in point 2 above and immediately read aloud;
7. Without any further proceedings the respective candidates will be attributed selection codes in relation to which there has only been one declaration of preference;
8. In the case where two or more candidates have declared a preference for the same code, there shall be declared a situation of conflict in relation to the attribution of the code in question;
9. In the existence of a situation described in point 8 above, the ICP representative will begin by trying to find out if any of the interested candidates is prepared to withdraw from the attribution of the code for which they had shown a preference;
10. All candidates who prove willing to withdraw their request for that code must make an immediate request in writing for one of the selection codes still available, which will then be attributed immediately to that candidate as long as there is no conflict;
11. When, after the application of the procedure foreseen in points 8 to 10 above, there is a situation of conflict over one or more selection codes between two or more candidates, then a draw will take place immediately for each of the codes in dispute;
12. The draw referred to in the point above will be done using a white ball/black balls system;
13. A single white ball and a sufficient number of black balls to make up the number of participants taking part in the draw will be placed in an opaque bag;
14. The ICP representative will show the public present in the act the existence of the correct number and colours of the balls;
15. One representative of each candidate will be called upon to participate in the draw, each removing one ball from the bag;
16. The selection code in dispute will be attributed to the candidate whose representative takes the white ball from the bag, without the need for any further formalities;
17. The procedure foreseen in points 11 to 16 above will be repeated as often as necessary for the resolution of all existing situations of conflict;
18. Candidates who were not attributed selection codes by the application of the procedures described above will be indicated at the end of the draw;
19. These candidates will be given the opportunity to present a new written declaration of preference at that moment, indicating only one option for the selection codes still available;
20. This declaration must obey the requirements defined in points 4 and 5 above;
21. The ICP representative will immediately read aloud the new declarations of preference, if necessary observing the same procedures as those defined in points 7 to 20 above until all candidates have been attributed a selection code;
22. The present procedure shall not prejudice the later attribution of carrier selection codes by direct choice from the codes available, whose priority is established on the basis of the order in which the requests were received by the ICP.
