Logistical support to Comissão de Planeamento de Emergência das Comunicações (Communications Emergency Planning Commission) - CPEC

Comissão de Planeamento de Emergência das Comunicações (Communications Emergency Planning Commission) - CPEC was established by Decree-Law number 153/91 of 23 April, as amended by Decree-Law number 128/2002 of 11 May. Under the terms of article 11 of this Decree-Law, ICP-ANACOM is responsible for providing the necessary technical and administrative support. As a result, ICP-ANACOM has guaranteed payments arising from the operation expenses of the aforementioned Commission since 1994.

Budget activity was registered as a cost in the statement of results for the financial periods ending on 31 December 2009 and 2008, in the other operating costs category, for the amounts of 346,985 euros and 356,681 euros, respectively.

Contributions to Fundação Portuguesa das Comunicações (Portuguese Communications Foundation) - FCP

On 6 October 1997, ICP-ANACOM, Portugal Telecom, S. A. and CTT founded Fundação Portuguesa das Comunicações (Portuguese Communications Foundation), whose aim is to promote the study, conservation and dissemination of the historic, scientific and technological heritage in the communications area. It also carries out activities involving research, co-operation and image, spreading information on the historic evolution and new technologies, and contributing to the socio-economic development of the country and community.

Following the appointment of the board members of FPC and the beginning of its activities, ICP-ANACOM, as a founding member, registered the following amounts in the statements of results for the financial years ending 31 December 2009 and 2008, under the other operating costs and losses category:

Contribution to Autoridade da Concorrência (Competition Authority)

The publication of Decree-Law no. 30/2004 of 6 February established that several regulatory entities should contribute to the operating budget of Autoridade da Concorrência (Competition Authority).

Administrative Rule no. 600/2009 of 16 June determined that 6.25 % of the fees charged by ICP-ANACOM in the last financial year should revert to that Authority.

In consequence of this measure, ICP-ANACOM reported the amount of 4,425,648 euros, which was transferred to this Authority, as operating costs for the financial period.

e.escolinhas sponsorship

The Management Board of ICP-ANACOM approved a request for sponsorship made by FCM, to the value of 10 million euros for development and pursuit of the actions undertaken by the Foundation with respect to the management with which it was charged by the state, including the e.escolinhas initiative.

This sponsorship was granted after confirmation by the Government of its agreement with the interest of the program, expressed pursuant to order of 28 April 2009 of the Minister of Public Works, Transport and Communications.

The amount involved was reported under Sponsorship, subaccount of account 65 - Other operating costs and losses.
