The qualifying stage began on 20 October 2011 with the entry into force of the Auction Regulation pursuant to the provisions of article 41 thereof, and concluded on 17 November with notification of the decisions on the admission of applicants which, thereafter, were deemed eligible to participate in subsequent stages of the auction, under the terms of point g) of article 2.
