4.7. Wholesale Line Rental Offer (WLRO)


In 2012, the number of accesses with active WLRO continued to decline, in line with the trend that has been evident in recent years. This decline accelerated in 2012, and at the end of the year, there were 28,336 analogue accesses with active WLRO, which represents a reduction of about 21% between 2011 and 2012, following a 14% reduction between 2010 and 2011.

However, the number of Integrated Services Digital Network (ISDN) accesses fell by around 14% over the year, with only 7,072 ISDN accesses reported with active WLRO (non-equivalent accesses), consisting primarily of basic ISDN and basic plus ISDN.

This marked reduction in the number of accesses with active WLRO is explained, not only by the sharp decline in the provision of FTS in the form of indirect access, but also by consequences resulting from the integration of PT Prime - Soluções Empresariais de Telecomunicações e Sistemas, S.A. (PT Prime) into Grupo PT in 2012. This integration led to a reduction in the number of companies benefiting from this offer, from five to four, and the deactivation of the WLRO on all accesses controlled by PT Prime - Soluções Empresariais de Telecomunicações e Sistemas, S.A. (PT Prime).
