Portugal's relations with other European countries are governed by the framework of the policies of cooperation and external relations of the Union itself, which, recognizing the political and economic importance of the South Caucasus region, has focused on a gradual development of relations with the region's Republics to form a wider area of cooperation in Europe and neighbouring areas.
The recovery in the transport, telecommunications and other infrastructure systems in the Balkan and Caucasus regions is seen as an important confidence building measure whereby the European Union agreed in 1999, with Armenia, Azerbaijan and Georgia on the creation of conditions for reopening these lines of communication and, as appropriate, other links between the three states and neighbouring countries.
It was according to this framework that in May 1999 ANACOM concluded cooperation protocols with Armenia and Azerbaijan, with some working visits made to Portugal by delegations from the various countries of these regions, including Croatia and Moldova.
