The working group in charge of preparing the strategy and finance plan met from last 29 January to 1 February in Geneva, where it basically dealt with revision of the ITU strategy plan. On this point, definition of the terminology used in the document was included, such as ‘objectives’, ‘mission’ and ‘performance indicators’, thus ensuring common understanding of these concepts.
Given that the ITU sectors' advisory groups are also to meet, the working group will wait for eventual comments on the strategy plan from those groups. The proposed financial plan was also considered. It was made clear that capital withdrawals from the reserve account should only take place in exceptional circumstances and when there are no other financing sources.
The working group will next meet during the 2010 session of the ITU Council.
